Combine flour, baking soda, baking powder, ginger, cinnamon, cloves and salt in a medium bowl..

Finely chop 1-oz. dark chocolate for dipping the tops of ginger cookies.
Scoop 1 Tablespoon batter and roll into a ball. Drop into the chopped chocolate and place on a baking tray lined with parchment.
Use the bottom of a cup to flatten cookies.
Bake in preheated 350 degree oven for 10 minutes. Cook on baking tray for 5 minutes and then transfer to a wire rack.
